제1장 총 칙
제1장 총칙(General)
1.1 규정의 구성
1.1.1.1 목적(Objectives)
이 기준은 항공법 제74조의2의 규정에 의하여 법과 국제민간항공조약 및 동조약 부속서에서 정한 범위 안에서 항공기 소유자 등 및 항공종사자가 준수하여야 할 최소의 안전기준을 정하여 항공기의 안전운항을 확보함을 그 목적으로 한다.
1.1.1.2 적용(Applicability)
가. 이 기준(이하 “규정”이라 한다)은 다음 각 호의 1에 해당하는 항공기를 소유 또는 운용하는 자에게 적용된다.
1) 대한민국에 등록된 항공기
2) 대한민국의 항공운송사업 면허를 받은 자가 운용하는 국제민간항공조약(이하 "조약"이라 한다) 체약국에 등록된 항공기(이 경우 조약 83조의2의 규정에 의하여 국가 간의 협정에 의하여 항공기에 대한 정비는 등록국의 규정에 따라 수행될 수 있다)
3) 대한민국 안에서 운용하고 있는 대한민국이 아닌 조약 체약국에 등록된 항공기
나. 이 규정에서 정한 일반요건은 대한민국 안에서 운항하는 모든 민간 항공기에 적용하되 운항증명 소지자에게만 적용되는 특정요건(운영기준 등 항공당국(이하 “항공당국”으로 한다)으로부터 인가받은 요건)이 일반요건과 상충될 경우에는 특정요건을 우선 적용한다.
다. 이 규정은 적절한 증명(서), 승인서, 운영기준 등의 소지자 및 민간 항공업무에 종사하는 모든 자에게 적용된다.
라. 이 규정은 법에 따라 항공기등, 장비품 및 부품의 설계, 제작, 정비 및 개조등에 대한 증명(승인 또는 인가) 신청자 및 소지자에게 적용된다.
마. 이 규정은 항공관련 업무에 종사하는 자의 훈련을 담당하는 항공훈련기관을 운영하는 자에게 적용한다.

이 고시는 ｢훈령․예규 등의 발령 및 관리에 관한 규정｣(대통령훈령 제248호)에 따라 이 고시를 발령한 후의 법령이나 현실 여건의 변화 등을 검토하여야 하는 2017년 12월 31일까지 효력을 가진다.
